Hoogvliet in South Rotterdam, designated as an ‘autonomous new town’ for housing workers from the rapidly expanding port, was set up in the 1950s according to garden city principles. In the 1990s, the cheap housing in the north of Hoogvliet attracted immigrants. Their different lifestyles soon became a social issue. In the 1990s, these streets changed into what soon became known as a ghetto. The image of Hoogvliet was that of a sad and lost neighbourhood. In 2020, the centre of Hoogvliet was in the top 5 on the list of shopping centres with the most vacancy in the Netherlands. The vacancy in combination with the worn public space contributes to the negative image of the centre.


Current situation



Goal of the project
To encourage poeple to stay here for a longer time, while creating and improving Ecologically sustainable effects of the hoogvliet community. Finally achieving a bottom-up reciprocal public space.
